Holding of the regular session of the Parliamentary Assembly of OSCE in Tbilisi is a significant event. You have been informed about the extremely painful and vital for Georgia problem. It is the problem of Abkhazia and Tskhinvali regions being occupied by Russia. We, as the Highest State Organ in exile from Abkhazia are zealous for attracting and focusing the Kind Attention of the participants of the 25th Session of OSCE Parliamentary Assembly to the unbelievable tragedy having started approximately a quarter of century ago and continuing till the present days.
The main outcome of the large-scale hybrid of the war of the years of 1992-1993 of Russia against Georgia in the name of a handful of separatists is the violation of the territorial integrity of Georgia and unprecedented humanitarian catastrophe. Peaceful population of Abkhazia, mostly Georgians (among them women, children, elderly and disabled) were cruelly tortured and massacred. From 1992 till the present days has been killed more than 5000 Georgian nationality peaceful population. More than 400 persons have been lost. After finishing of the military operations only in Gali region were killed more than 1250 ethnical Georgians. On the occupied territory of Abkhazia thousands of dwelling – houses were destroyed for the purpose of preventing the resident (Georgian) population from returning to their residential houses; more than 72% of the population were banished from their mother-land.
Numerous factual materials collected by the local structures, as well as by the foreign observers are the proof of the tragedy. Grounding on these facts the OSCE Budapest Summit (5-6 December of 1994) assessed the crime committed in the Autonomous Republic of Abkhazia, as ethnical cleansing. The mentioned assessment was also reflected in the decisions made by the Summits of OSCE in Lisbon (2-3 December of 1096) and Istanbul (18-19 November of 1999). According to the decisions and investigations made by the special State Commission of Georgia and Chief Prosecution Office, in 1992-1993 in Abkhazia was committed the crime envisaged by the II Article of the Convention of the United Nations from December 9 of 1948 (“For the Prevention and Punishment of the Crime of Genocide”).
Tragedy of Abkhazia is permanent and is still going on. We categorically object to the opinion, that the conflicts in Abkhazia and Tskhinvali region can be called the “frozen conflicts”, as it does not reflect the reality. On cannot call “frozen” the conflict having place on the territory from where almost tree fourths of the legitimate population is banned from its own houses and is occupied by the foreign invader and is turned into the powerful military base. It is the only one on the whole territory of Europe where even now, at this very moment, when the Parliamentary Assembly of OSCE is being discussing the significant problems, the fundamental Human Rights are being brutally violated through the inappropriate for human beings barbaric methods.
Conflicts in Georgia are “frozen” only on paper. Russia is continuing the “crawling” occupation of the Georgian territories. Torture and cruel treatment of humans is not “frozen”, their discrimination and deeds depriving them of dignity have turned into a common experience. Kidnapping, robbery, burglary and murders have also become also habitual actions. Georgians living in Abkhazia are forbidden to get education in their native tongue, there are prohibited from participating in the social life and economic activities. The example of brutal violation of Human Rights can be considered the impudent murder of Giga Otkhozoria at the artificial border “defended” by Russia, on the territory being controlled by Georgia, in village Khurcha before the eyes of the peaceful population.
The Supreme Council of Abkhazia hopes, that the following facts will not stay beyond the attention of OSCE and namely:
- The facts of the genocide, ethnic cleansing of the aborigine Georgian population having place in Abkhazia since 1992;
- Condition of the Human Rights on the occupied territories;
- Systematic “crawling” occupation performed by Russia and attempt of annexation of “Independent” Tskhinvali Region and Abkhazia;
- The threats for the Black Sea Basin Countries and all the civilized world equally coming from the illegitimate military bases stationed on the territory of Abkhazia;
- On the cease fire according to the Agreement made on August 12 of 2008 and the problem of pullout of the Russian occupational army from the occupied regions of Georgia;
Highly–regarded representatives of the countries participating in the 25th Session of the Parliamentary Assembly of OSCE! The Supreme Council of Abkhazia in exile appeals to Your Kind Attention and asks You to give an appropriate assessment to the tight situation existing on the occupied territories of Georgia.
