Today, all the attention of the mankind is being focused on Ukraine, which is heroically dealing with the large-scale military aggression having been committed by Russia. The civilized world is supporting the fierce and last - ditch battle of the Ukrainian people for freedom against the absolute evil, represented by the V. Putin regime. The future configuration and perspectives of Ukraine, Europe and the whole world depends on the outcome of this struggle with its geopolitical shifts and new world order and totally new safety and security architecture.
The president of Russia V. Putin has been making preparations for a long time for gaining the geopolitical superiority over NATO. His aim has always been the restauration of the Soviet Union in any form. For achieving this aim V. Putin maximally or to the fullest limited functioning of the democratic institutions in Russia and gradually has established the strict totalitarian system of management.
After the manner of the Nazi German bosses, the contemporary today’s rulers of Russian Federation have created their own Neo - Nazi ideology. Whereas, the German Nazism pursued the objective of integrating of the German speaking regions being as if invaded by the neighboring States, into the composition of “Reich”, the Russian Neo Nazism is planning occupation-annexation of the autonomous units being the integral part of the former allied Republics and subsequently of the independent neighboring to Russia States and of the so-called Russian speaking enclaves and deportation or extermination of the “unreliable” ethnic groups living on those territories.
Successor of the USSR - the Russian Federation in 1991-1993 was guided by the above mentioned Neo Nazi ideology, when after the direct intervention of the regular armed forces it turned Georgia into the arena of the armed civil conflict inspiring ethnopolitical opposition in the regions of Abkhazia and Tskhinvali and using the most cruel and brutal methods made ethnic cleansing of the Georgians – being the majority of the population on these territories. After the overt military aggression of August 2008, Moscow through violating the International Law recognized regions of Abkhazia and Tskhinvali, as independent States and factually occupied and annexed them.
The 2014 Russia - Ukraine War with the annexation of the Crimea and East Ukraine was the natural continuation of the events having place as a result of the Russia’s war with Georgia in August of 2008. For terminating of the preliminary planned war it became necessary to refine the Russian Neo Nazi ideology even more and converge it to the Hitlerian Fascism. In his public speeches and in the article specially dedicated to Ukraine, V. Putin tries to “ground” the fact of “non-existence” of the Ukrainian ethnos. According to the above mentioned theory the Ukrainian people are declared the inseparable and integral part of the Russian people.
The Neo Nazi theory of non-existence of the Ukrainian ethnos was used by Moscow as a basis of declaring the Ukrainian State, as an illegitimate, artificial unit, thus justifying the plan of its abolition and liquidation. With the purpose of fulfilling the above mentioned plan the Russian Federation launched an aggressive War against Ukraine on the 24th February of 2022. Exactly as it was in August of 2008, this time either, the War broke out by the false and cynical reason of the so-called defense of their own citizens from “genocide”; From the military – strategic perspective, in the both cases the War was preceded by the military maneuvers of the armed forces of the aggressor just at the borders of the target State of aggression accompanied by the outrageous false propaganda. Today, against the Sovereing State of Ukraine are fighting the Russian occupational military units being stationed in Abkhazia and Tskhinvali region, as well as the illegimate military formations trained in physical extermination and deportation of the peaceful Georgian population,
Within the ongoing aggressive War against Ukraine, the military-political authorities of the Russian Federation, are committing War Crimes and Crimes against Humanity under International Criminal Law - against the civilian population in accordance with the preliminary worked out State policy and plan, fully cognizant of its actions and is using the experience acquired in Georgia in 1991-1993 and 2008. It is abundantly clear, that the Russian aggression against Georgia and Ukraine represents separate links of one and the same large and permanent criminal chain. In the both States, in Ukraine, as well as in Georgia is committed qualitatively one and the same grade of the International offence, similarly based on the Russian Neo - Nazi ideology and practice.
In view of the abovementioned, the Supreme Council of Abkhazia:
1. Denounces the aggressive War of the Russian Federation against Sovereign Ukraine.
2. Assesses, the military actions of the Russian Federation ongoing on the territory of Ukraine, as a War Crimes and Crimes against Humanity occurring as part of a widespread or systematic attack directed against a civilian population.
3. Recognizes and supports the fact initiated by the various States including Georgia, of referral for investigation of situation in Ukraine to the Prosecutor of the International Criminal Court.
4. Believes, that the persons suspected of committing War Crimes and Crimes against Humanity, from the Russian Federation and the territories being occupied by that latter, must be individually accused and be brought to justice.
5. Appeals to the Parliament of Georgia to ensure for the Executive Authority’s part the criminal prosecution of the persons being involved in committing of the continuous International Crimes in Ukraine.
