Anzor Tsotsonava: "Our generation has inherited a heavy legacy form the Soviet Empire"


The highest political authorities of the country, the government and the Supreme Council of the Autonomous Republic of Abkhazia, one of the main priorities identified in their work restoring territorial integrity of Georgia by peaceful, political means, with the help of the international community. About this subject we talk to the vice-chairman of the Supreme Council of the A/R of Abkhazia Anzor Tsotsonava which is studying this problem not only one year.


Mister Anzor, we know that you share with professors Sukhumi State University Zurab Papaskiri and Vephiea Gvaramia prepared to publish a book related to the problem of Abkhazia. Comment on this edition, which as you say, will be published in English and Russian languages.


- Our generation has inherited a heavy legacy of the Soviet empire, which for 70 years, the politically persecuted tens of millions of citizens of different nationalities to keep people hating statehood. Usurped the Soviet political system over its lifetime gross violations of human rights is practically isolated the country from the civilized world. As a result, legal, political aspect, in the economy, introduction of new technologies in the field of human thought, without any exaggeration we can say that we are back from humanity is almost an eternity. Unyielding to estimate damage was caused to the spiritual and cultural development of the individual. Politicized art, limited political thinking, imposition of anti-religion, politics mass separation from the church - all this has created among the people the political and legal nihilism. The state in which one people think, say another and the third did, could not possibly rely on the continued existence, as the nature of the natural history of human civilization would be totally prevented this.


How is estimated the situation in the book in Georgia and the beginning of the period of the declaration of independence?


- Immediately after the declaration of independence, we are faced with anarchy, taking place in our society. Thus, in various socio-political organizations, like mushrooms after rain, there were self-styled "professor", "PhD", "academics," "generals" and even "marshals" to the unknown and fights the battles. In general social and political tensions intensified adventurers and speculators of all stripes. Today, especially the new generation, it's hard to believe that in the late 90s of the last century here in Georgia, there were more than 400 companies, political parties and other political associations. It is therefore not surprising that on the ground - in the elective representative bodies in the executive branch has come (with the help of hostile intelligence services), many persons of dubious reputation, even previous convictions for acquisitive crime, people with questionable political ends, from which some benefit for society in a newly built democratic state not to be expected. We were really at a crossroads devastated huge Soviet countries, the successor of Tsarist Russia, with all imperial ambitions, and the republic, which became a state on the path to recovery, building democratic society and an independent state, which did not want to and still do not want to let out their tentacles of the current intelligence the Russian Empire. There is no ethnic conflict in Abkhazia, the Kremlin's policies and what Russian propaganda trying to convince was not the international community. This was a continuation of Russia's war with Georgia, which began in the early 19th century and is still continuing.


What is the role of international organizations in settlement of relations between Georgia and Russia.


- For almost 20 years the existence of the Abkhaz and South Ossetian problems, together with the competent international organizations, with the leaders of Friends of Georgia held a lot of work to resolve the problem of territorial integrity of Georgia. The Russian authorities have stubbornly do not want to leave the occupied territories (Abkhazia, South Ossetia), referring to non-existent in nature, made-up arguments. The international institutions of the Russian occupation of parts of the estimate as a neighboring state, and require the immediate withdrawal of occupation forces. In different regions of the world is the settlement of similar conflicts in direct relation to the strategic interests of large states, and usually it is often not adequate to the sovereign interests of small countries. Therefore, the solution to our problem, not only international institutions, but we must take special responsibility for our actions, utterances at all levels of meetings and negotiations in the interests of the state. On the causes of the tragedy in Abkhazia written quite a few leading lawyers, historians, sociologists, politicians and opinion which formed the basis for discussion of this issue at different levels of international organizations.


Your evaluation of certain socio-political organizations operating in the country.


- Unfortunately, some public and political figures, not realizing until the end of the essence of democracy, are engaged in voluntarism, speak, write and do everything spontaneously climb up their minds to ignore all that we have achieved in a short time. Build an independent state - not an easy task. What was achieved in the two decades of independent Georgia (in spite of many unresolved problems), the leading European states have passed this way for 100-150 years. Today, many of us are in exile, are direct participants and witnesses of the tragedy of Abkhazia and analyzed very difficult period of our lives, what happened before our eyes in the last quarter of a century, makes a serious think about what each of us has done at his office and civilian authority. I mention this because in recent years, "political memoir" some of our countrymen, in which authors poured mud and all, except themselves. It's hard to judge what they want the authors of such "political memoir", but absolutely know that for the tragedy that we experienced due to the ambitious careerist motives and gaining the opponents positions, blaming each other in the press, shaking his fists after the fight - only plays into the hands of our enemies, in fact, purely human standpoint it is immoral. You have to be totally godless, to go to such provocative acts against his conscience (if any), and in general against our society. Just common sense, painstaking analysis of both the incident and the prospects for the future and clear all of the mechanisms of power, with the support of the people neukoslovnoy may solve this complex problem.


Mr. Anzor, you almost from the date of declaration of independence of Georgia are in politics, what would you say about the early days of independence?


- Even 20 years ago I worked in senior positions in law enforcement bodies of the autonomous republic, could not imagine that would have to go into politics. Despite the de-politicization of law enforcement agencies (1991-1992), I inadvertently became a member of the political processes in the early 90th of last century. With the extensive current information about political processes in Abkhazia, on the organizers of rallies and other political actions, became convinced that the actions of many of them were dictated not by the interests of the people, and ordered held in the shadow of powerful party bosses and the government, and especially the Kremlin. The question arose: who is behind these parties with loud national titles? Crime, general chaos, lack of qualified security - were not given the opportunity to take timely measures to stop provocative actions organized by the Russian special services that are actively spreading all sorts of misinformation spread panic among the population, called for the disobedience of the existing power, etc. Finally, returning to the upcoming edition of the book, I would say that the main purpose of this study is my humble attempt to bring together the political, legal and historical aspects of this problem coming from the realities of past and present for raising questions about priorities, not at all claiming to be a conceptual absolute conclusions.
