The process of annexation of Abkhazia has been accelerated in recent years. On August 26 of 2008 after the recognition of the so-called stately independence of Abkhazia and appointment of the ambassador in “Sokhumi” by Russia, the main emphasis in this process is given to the illegal agreement on the “Alliance and Strategic Partnership” between Moscow and Sokhumi being made on November 24 of 2014. On the basis of the mentioned document on November 21 of 2015 the “Agreement” was made on the formation of the “United Military Grouping” of Russia and Abkhazia, being in operation from November of 2016.
The so-called “Agreement” was used as a basis for making the so-called new “Agreement” on “Formation of the united informational –coordinating centre of the internal organs and the rule of its activities “ being signed on May 18 of the current year in Sochi. According to this illegal document, absolutely secret organ being subdued only to Moscow is being formed, the employees of which will have the diplomatic status and enjoy the full inviolability.
The law on “Privatization of the Republican and Municipal Property” being in operation from January 1 of the current year is the consisting part of the Russian policy of annexation of Abkhazia. Within the frames of the same policy a special stress is to be made on the legalization of the results of the Genocide and Ethnic Cleansing committed in the Autonomous Republic of Abkhazia, omnifarious discrimination of the Georgian population and keeping it outside of law. Completing of the first and main stage of the annexation process Moscow is planning in the near future by passing the new “Law” on the “citizenship” of Abkhazia and simplification of the naturalizing procedure for the residents of Russia.
It is definitely clear, that through the above mentioned and other illegal acts Russia has already formed and is permanently developing necessary for the annexation political, economical, demographic, and military and now the police gears as well.
The danger of destruction of identity of the Abkhazian ethnos, deprivation of the pseudo statehood having been given to Abkhazia and its total annexation is great in existing conditions. The fact, that the major part of the Abkhazian community is well realizing the real danger and openly expresses its discontent towards the “Agreements” and “Laws” being dictated to Sokhumi by Moscow is worth approval.
The Supreme Council of Abkhazia condemns the annexation policy of Russia towards Abkhazia. Aiming to containment of the above mentioned policy taking the emergency measures is considered expedient; namely:
- To initiate prosecution of the authorities of the illegal structures ( “Ambassy” of Russia, military bases, united military groupings, the so-called border administration of Abkhazia of the federal service of security of Russia, informational-coordinating centre of the organs of internal Affairs etc.) Having conducted the occupation and annexation policy on the territory of Abkhazia through the Interpol.
- Activation of the topic of the genocide and ethnic cleansing of the Georgian population by the Parliament of Georgia, for recognizing this fact by the Parliaments of the friendly countries and international organizations;
- Activation of the international governance mechanisms regarding the total violation of the Humans Rights in Abkhazia.
