A few days ago the Ministry for Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia in cooperation with foreign partners had developed a draft law on refugees, who prior to approval of the parliament will be forwarded for consideration and discussion in the public institutions. In this regard, the deputy chairman of the talks the Supreme Council of the A/R of Abkhazia Anzor Tsotsonava.

Mister Anzor, what do you know about a new bill to work on that did not take part in the representatives of the legitimate government of Abkhazia?

- I'm aware of that was 2 weeks ago and then on the internet. Of course, it would be reasonable to include in the composition of the commission working on a new bill, the representatives of our government agencies, or even the head of the service for the protection of the rights of refugees. Last year, while working on a draft national strategy on refugees were connected and the representatives of our structures. And it's perfectly logical, in fact we should be co-authors of the documents for refugees, as it was negotiated. But let's wait, maybe even now will take into account our concerns ....

And you have offered their views Ministry of Refugees?

- Of course. We have provided the new leadership of the Ministry we have developed fairly detailed analytical material to address the socio-political problems of refugees who have recently become more acute because of the many years of neglect.

Tell us briefly about the higher proposals and comments of your project?

- The first thing you need to fix the most significant omissions. For example, as follows: instead of the common indicators available in the existing law, it is necessary to make corrections figures showing the real picture, and only after that a clear distinction between a refugee family. Is it possible to decide the fate of the human interpretation and superficial conclusions about the situation? This is what contributed to the creation of any "loopholes" and corruption, and blamed refugees than previous leaders of the ministry.

The second and very painful question-division over the years, the swollen families registered at one time under the same number. It is known that in the early years of refugee registration of IDPs occurred spontaneously and randomly, and along with a number of disorders, which then no one corrected. No one at that time could not believe that all this will be reflected in the future of their housing problems. In addition, during these two decades, the children grew up, got married. How can they all live under one family room? After all, this is a single family? Them under the pretext of privatization occupied housing forced to sign a document, according to which they subsequently recovered even old house, guided only by family rooms. That is, occurred absolute violation of refugee rights. Today, this category is listed as allegedly provided shelter ... Today, thousands of refugees registered in different locations with no fixed place of residence. Also problematic issue of resettlement of refugees in the region. Again, in the early years of a refugee, when it was impossible to support a family in the regions, the refugees came and settled down in the capital. Because at that time no longer existed the institution of registration, they were registered in the regions. The Ministry of Refugees in solving the housing problems of this category followed the path of violation of the rights of refugees - singled out housing they are not where they are in the last 10-15 years has actually lived in the regions, which have not had any contact. Also outrageous that at the border of Georgia, refugees in three months stopped issuing refugee manual, including students. The refugees believe that the state should not save, and so on meager allowance of 28 lari ... But at the consulates and embassies can solve this problem is elementary.

Probably not very good when drafting the law on refugee issues are not involved legitimate government of Abkhazia, which are better than all ignorant, how they live and what their fellow citizens in need ...

- That's right! We regularly meet with refugees and help them as much as possible. Just last year, the chairman of the Supreme Council adopted the 4000 Refugee ... The federal government should know that the legitimate authorities of Abkhazia most informed about the problems of refugees. It is therefore necessary to include us in the process of working on these or other documents on these issues.
